(IS) Insert a Commentary After Print Files Are Sent

1. Assign article to the issue (manually create the article if a record doesn't exist).
2. From an issue task, redo Issue Sequencing.
3. Reprint the Closing Memo.
4. Handle Blues Correction process with TnQ.
